چکیده
اگرچه تا سال 1990یمن تا حدود زیادی عاری از یک دولت واحد بود، امّا انحلال تدریجی تمامیت ارضی این کشور باعث نگرانی جامعة جهانی شده و طی سال‌های اخیر تبدیل به بدترین بحران بشردوستانه جهان گردیده‌است. در این بین سازمان‌های بشر دوستانة زیادی برای کاهش آلام غیرنظامیان یمن‌کمک‌های خود را چه به صورت مستقیم و چه به صورت غیرمستقیم به این کشور ارسال نموده‌اندکه یکی از این سازمان‌های بشردوستانه،کمیته‌بین‌المللی‌صلیب‌سرخ بوده‌است. در این پژوهش که از حیث موضوعی، توصیفی- تحلیلی می باشد، تلاش بر این‌است تا ضمن پرداختن به بحران یمن و علل توجّه سازمان‌های بشردوستانه به این کشور، عملکرد این سازمان در مورد کاهش آسیب‌های انسانی و غیرانسانی ناشی از بحران‌های داخلی نیز مورد بحث و بررسی قرار گیرد. سوال اصلی پژوهش حاضر این است که کمیته بین‌المللی صلیب سرخ در مواجهه با بحران یمن چه عملکردی داشته ‌است؟ مقاله اینگونه استدلال می کند که فعالیت‌های کمیته بین‌المللی صلیب سرخ باعث گسترش امنیت و کاهش صدمات ناشی از مخاصمات در حوزة غیرنظامیان، زنان وکودکان در بحران یمن شده‌است. روش گردآوری مطالب در این پژوهش اسنادی – کتابخانه ای است.

چکیده English

Although Yemen was mainly without a single state until 1990, the gradual dissolution of the country's territorial integrity concerned the international community and turned into the world's worst humanitarian crisis in recent years. In the meantime, many humanitarian organizations have directly and indirectly sent their aid to this country to alleviate the suffering of Yemeni civilians. One of these humanitarian organizations was the International Committee of the Red Cross (ICRC). This descriptive-analytical study aims to address the crisis in Yemen, find out why humanitarian organizations are attracted to this country, and discuss the organization's performance in reducing human and non-human damages caused by internal crises. The primary research's concern is the performance of the ICRC in dealing with the Yemen crisis. This descriptive-analytical study argues that the activities of the ICRC have led to the expansion of security and the reduction of damages to civilians, women, and children during the Yemen crisis. This study used a bibliographic technique for data collection.
