The field of human rights studies is based on a set of concepts that have undergone various conceptual and theoretical developments.In this study, while examining human rights from a constructivist point of view, the type of view and situation of the two countries of the Islamic Republic of Iran and Saudi Arabia regarding human rights issues is attempted.And it begs the main question: what does differences human rights policy make in the sovereignty of Iran and Saudi Arabia according to constructivist theory?In response to this question, the researcher with a descriptive-analytical approach has expressed the commonalities and differences between Iran and Saudi Arabia.The findings of the study indicate that the nature of the two countries' actions on human rights issues show that the Islamic Republic of Iran has a much more flexible view of human rights issues than Saudi Arabia, and this is due to the type of government and the type of civil society in this Countries.
