چکیده
موقعیت ژئوپلیتیک و ژئواکونومیکی ایران، روابط این کشور با سازمان شانگهای را به‌عنوان یک نهاد مهم بین‌المللی و منطقه‌ای، بسیار حائز اهمیت می‌کند. اما قرارگیری ایران در لیست سیاه FATF چالش‌های جدی را در سیاست خارجی به وجود آورده است. این وضعیت، کشور را منزوی و توانایی همکاری‌های منطقه‌ای و بین‌المللی با سازمان شانگهای را محدود می‌کند. سوال اصلی پژوهش این است که: چالش‌های عدم پایبندی ایران به الزامات FATF، چه تاثیری بر فرصت‌های اقتصادی، سیاسی و امنیتی کشور در روابط با سازمان شانگهای دارد؟ هدف این تحقیق بررسی چالش‌های ناشی ازعدم پایبندی ایران به الزامات FATF و تاثیر این چالش‌ها بر فرصت‌های موجود در روابط چندجانبه ایران و سازمان شانگهای است. برای این منظور، ضمن کاربست روش کیفی، از رویکرد تحلیلی توصیفی و گردآوری دادهها با استفاده از اسناد و منابع کتابخانهای، بهره گرفته شده. نتایج نشان می‌دهند که عدم پایبندی ایران به الزامات FATF، به‌طور قابل توجهی امکان همکاری با کشورهای عضو سازمان شانگهای را محدود کرده و به تضعیف نقش ایران در سیاست‌های منطقه‌ای و بین‌المللی منجر شده است. از این رو پژوهش مذکور بر ضرورت اصلاحات داخلی و تلاش برای پیوستن به FATF به‌عنوان یک استراتژی کلیدی برای ارتقای روابط بین‌المللی ایران، تاکید می‌کند.

چکیده English

Iran’s geopolitical and geoeconomic position makes its relations with the Shanghai Cooperation Organization (SCO) an important international and regional institution of great importance. However, Iran’s inclusion in the FATF blacklist has created serious challenges in foreign policy. This situation isolates the country and limits its ability to engage in regional and international cooperation with the Shanghai Cooperation Organization (SCO). The main question of the research is: What impact do the challenges of Iran’s non-compliance with FATF requirements have on the country’s economic, political, and security opportunities in its relations with the Shanghai Cooperation Organization? The aim of this research is to examine the challenges arising from Iran’s non-compliance with FATF requirements and the impact of these challenges on the opportunities in multilateral relations between Iran and the Shanghai Cooperation Organization (SCO). For this purpose, in addition to applying a qualitative method, a descriptive analytical approach and data collection using documents and library resources were used. The results show that Iran's non-compliance with FATF requirements has significantly limited the possibility of cooperation with the member states of the Shanghai Cooperation Organization and has led to the weakening of Iran's role in regional and international politics. Therefore, the aforementioned research emphasizes the necessity of domestic reforms and efforts to join FATF as a key strategy for improving Iran's international relations.
