Different factors are shaping the interactions of countries in international relations. Having become the leverage of power as well as prosperity, the stance of a country depends on it's national and social power. Today, the power of a state is being evaluated not only on it's territorial extent or the natural resources, but also on it's hardware and software, and consequently on their influence on the universal evolutions. The hardware and software are providing infrastructures for the national security and protection as well as the prosperity of a country. Being one of the significant states of the Middle East, not only Iran has managed to preserve it's integrity and political system, but also has been an influencing polar on the regional evolutions, through it's hardware and soft ware powers. Iran's regional stance of power has been increased to some extent that it's soft power has prevented the creation of the pro-American structures in Iraq and Afghanistan after the foreign occupation. It's worth noting that Iran, due to its relations with the international community, has been deprived of taking on the stage of the fortune and power making which have taken Iran far from the goals of the Document of the 20- year Prospect of Development. The aim of this piece is posing and processing of the position of the soft and hard powers in International Relations and Iran's capabilities of utilizing them for the purpose of progress and security. The theme of the piece is based on the notional-perceptional transition approach.
