جایگاه هوش مصنوعی در دیپلماسی عمومی بین المللی

چکیده
با پیشرفت فناوری در عصر حاضر و ظهور پدیده ای نوین به نام هوش مصنوعی، اکثر علوم از این جهش علمی استفاده کرده و از آن به عنوان موتور محرکی برای پیشرفت هرچه بیشتر خود بهره گرفته‌اند. علوم سیاسی و روابط بین الملل نیز از این قاعده مستثنی نبوده و قطعا باید خود را به بهره گیری از چنین فناوری هایی عادت دهند. استفاده از هوش مصنوعی می تواند با ارائه راهکارهایی به دیپلمات ها، آن ها را در فرآیند تصمیم گیری کمک نموده و پیشرفت در تصمیم گیری‌ها را برای این افراد به ارمغان آورد. پژوهش پیش‌رو برآن است تا به این سوال پاسخ دهد که هوش مصنوعی چگونه می‌تواند در عرصه دیپلماسیِ عمومیِ بین المللی به دیپلمات ها کمک نماید؟ هدف در این مقاله نیز دست یابی به راه کاری است تا بتوان از این فناوری بیش از گذشته در امور دیپلماسی بین المللی و حتی داخلی به بهترین شکل بهره برد. در نهایت پژوهش حاضر به این نتیجه دست‌یافته است که هوش مصنوعی می‌تواند در دیپلماسی عمومی و بین المللی، باتوجه به نوع نگاه و استفاده از آن، هم در خدمت انسان باشد و هم بر علیه انسان. لازم به ذکر است این مقاله با روش تحلیلی-توصیفی ، بر پایه کتابخانه‌ای - اینترنتی تهیه و تدوین شده است. چهارچوب نظری تالیف نیز بر پایه‌ی هوش مصنوعی بیان شده است چراکه این اقدام فرآیند روند تحقیق را دقیق‌تر خواهد کرد.

چکیده English

With the advancement of technology in the contemporary era and the emergence of artificial intelligence (AI), most disciplines have leveraged this scientific leap as a driving force for further progress. Political science and international relations are no exception, and they must inevitably adapt to using such technologies. AI can assist diplomats in decision-making by providing them with solutions, thereby fostering progress in their decision-making. This research explores how AI can assist diplomats in international public diplomacy. It aims to develop a strategy that can help optimally utilize this technology in international and even domestic diplomacy. A descriptive-analytical approach was employed, and the research methodology involved library- and internet-based search. The theoretical framework was grounded in AI, as it enhances the precision of the research process. The current study concludes that AI can both serve humanity and pose a threat to it in the realms of public and international diplomacy, depending on its application and the attitude adopted toward it.
