جایگاه اقتصادی ایران در خاورمیانه از منظر آینده سیاست خارجی جمهوری اسلامی با تأکید بر افق 1404

چکیده

یکی از ملزومات توسعه، اقتصاد است. شاخص‌های توسعه اقتصادی مشخص می‌کنند که کشورها در چه جایگاهی قرار دارند. اما آنچه که نقش تأثیرگذاری در توسعه اقتصادی کشورها دارد جهت‌گیری‌های سیاست خارجی دولت‌ها و اهدافی است که دولت‌ها در سیاست خارجی دنبال می‌کنند. مقاله حاضر درصدد پاسخ به این پرسش است که آینده سیاست خارجی جمهوری اسلامی ایران چه تأثیری بر وضعیت اقتصادی کشور در ناحیه خاورمیانه با توجه به سند چشم‌انداز دارد؟ در پاسخ می‌توان فرض کرد آینده سیاست خارجی ج.ا.ا. تأثیر مستقیمی بر جایگاه اقتصادی کشور در ناحیه دارد. به همین منظور سه شاخص کلان اقتصادی مانند رُشد اقتصادی، نرخ تورم و میزان جذب سرمایه‌گذاری خارجی مورد بررسی قرار گرفت؛ یافته‌های پژوهش نشان می‌دهد وضعیت اقتصادی ایران با توجه به سه شاخص مهم ذکرشده در مقایسه با سایر کشورهای خاورمیانه در طی سال‌های گذشته بهبودی نداشته و در چهار سال باقی‌مانده تا اجرای کامل این سند فاصله زیادی با اهداف پیش‌بینی‌شده در ناحیه دارد. این پژوهش باهدف شناسایی جایگاه اقتصادی ایران در خاورمیانه بر آن است تا با بهره‌گیری از روش مقایسه‌ای – تحلیلی و از رهگذر مقایسه تطبیقی به برنامه‌های توسعه اقتصادی ایران با توجه به سند چشم‌انداز 1404 نسبت به دیگر کشورهای خاورمیانه در سه شاخص ذکرشده بپردازد.

چکیده [English]

One of the requirements of development is the economy. Indicators of economic development are determining by the position of countries. Foreign policy pursues the orientations and the goals of governments. The present article seeks to answer the question of what are effects of the future of the foreign policy of the Islamic Republic of Iran on the economic situation of the country in the Middle East, with regards to the outlook document of 1404. In response, it can be assumed that the future of foreign policy of the Islamic Republic of Iran has a direct impact on the Iranian economic position in the region. For this purpose, three macroeconomic indicators such as economic growth, inflation rate and foreign investment attraction were examined in this research. Findings of the research show that Iran's economic situation has not been improved as compared to other Middle East states in recent years and is far away from its full implementation. The aim of this study is to identify Iran's economic position in the Middle East by using a comparative-analytical method and through comparative comparison to Iran's economic development plans according to the outlook 1404 document compared to other countries of the region.
