بررسی راهبرد سیاسی- نظامی فرانسه در اقیانوس هند

چکیده

اقیانوس هند با حدود بیست درصد مساحت کره زمین سومین اقیانوس جهان است. این اقیانوس به دلیل داشتن سواحل متراکم از جمعیت، اقتصاد پویا، ارتباطات دریایی گسترده، تنگه‌ها و آبراهه‌های استراتژیک و در کل موقعیت راهبردی منحصر بفرد همواره مورد توجه قدرت‌های جهانی و منطقه‌ای بوده است. در این بین فرانسه نیز به عنوان یکی از قدرت‌های بزرگ دنیا در طول حضور استعماری حضور فعالی در این اقیانوس داشته‌اند. پس از آن نیز رهبران فرانسه برای آنکه به حضور خود در منطقه دریایی تداوم دهند، درصدد طراحی راهبردی جدید برای ادامه حضور در این پهنه آبی برآمده‌اند. در این پژوهش با توجه به جاه طلبی قدرت‌های نوظهور (چین و هند) و وجود چالش‌های مثل تروریسم دریایی به دنبال پاسخگویی به این پرسش هستیم که نظر به اهمیت راهبردی اقیانوس هند، هدف فرانسه از توسعه مجدد قدرت دریایی خود از طریق سرزمین های فرادریایی‌اش در اقیانوس هند چیست؟ پژوهش حاضر با روش توصیفی و تحلیلی طبق اسناد کتابخانه‌ای و اینترنتی و با هدف شناخت راهبرد سیاسی – نظامی فرانسه در اقیانوس هند صورت گرفته است. نتیجه کلی این پژوهش آن است که فرانسه با توجه به اهمیت راهبردی اقیانوس هند درصدد است تا از طریق سرزمین‌های فرادریایی خود در این اقیانوس و با مشارکت در سازمان‌های منطقه‌ای بخصوص اتحادیه همکاری‌های کشورها‌ی حاشیه اقیانوس هند به حفظ و گسترش نفوذ سیاسی- نظامی خود در راستای کسب منافع حداکثری برای کشورش اقدام کند.

چکیده [English]

The Indian Ocean is the third largest ocean in the world with about 20% of the Earth's area. Due to having highly-populated coasts, dynamic economy, widely marine relations, strategic straits and waterways and generally a unique strategic location, it has consistently been the focus of regional and global powers.Meanwhile, France, as one of the great powers of the world, had an active presence in this ocean during its colonial presence.Since then, French leaders have sought to devise a new strategic plan to continue their presence in the maritime zone in order to maintain their presence in the maritime area. Given the ambitions of the emerging powers (India & China) and marine terrorism as a crisis, this study deals what is France's goal of redeveloping naval power in the Indian Ocean through its overseas territories? he present study has been done by descriptive and analytical method based on library and internet documents and with the aim of understanding the French politico-military strategy in the Indian Ocean.The overall conclusion of this study is that France is considering the strategic importance of the Indian Ocean to maintain and expand its politico-military influence in order to maximize the benefits of its country through its overseas territories in the ocean and by participating in regional organizations, especially the Cooperation Union of the Indian Ocean.
