Today, the existence of different cultures and sub cultures in the Europe continent and cultural, languages and racial diversity, as a distinct indicator of European Union member states, has been turned to the main challenge in the way of European integration and the single Europe. Additionally, alongside with the extension of European Union to the east and joining of the Balkan countries to it, the mentioned challenge has been doubled. So this has made it necessary for the policy makers, to careful consideration in the drawing perspective document of the Cultural Europe.The present article is seeking to firstly, consider the different stages of making cultural policy in the Institutional - Organizational Structure of European Union and related agenda, second examine its impact on the achieving to the integration and third, review the European high official’s trend to the cultural issues. In this article also, the impact of European integration on the cultural policies of the member states and the performance of European parliament, European Commission, European Council and Council of ministries, in the era of cultural policy making will be assessed.
