Military Technology and the Rules of War

Abstract
This paper examines the feedback and impact of the new military technologies on the law and rules of war. In addition we attempt to discuss the issues raised in these regards: are the standards of applying the law of armed conflicts changing? Do new methods of military operation have any influence on government's responsibility? What are the criteria and standards for judging about the governments responsibilities? How we can describe the situations which cannot be described as state of war or armed conflict? Finally, we will consider the atmosphere of information warfare and lack of rules for cyber warriors. In this regard, by descriptive-analytical method and with using library documents, internet resources and logical inference, we investigate the abovementioed subjects. Finally we conclude that the international standards of the law of armed conflict have not changed, and in current circumstances the international comunity needs a consensus and united practice in order to manage the current circumstances. At the end, it is recommended that the restrictive and supportive character of humanitarian law continue to apply to those wars affected by military technologyies. As the human being is affected by the occurrence of any war, the international community must attemp to reduce the the sufferings of war as much as possible.
