Abstract
According to 'Responsibility to Protect', as one of the new international norms, every state is "responsible" to "protect" its civilians against war crimes, genocide, ethnic cleansing, as well as crimes against humanity. If a state were not able to take the "responsibility", this responsibility would be upon the international community's shoulders. For the first time, during the expansion of public uprisings in opposition to North African dictatorships to Libya, followed by Qaddafi's violent reaction and severe suppression of civilians in this country, the Security Council in support of the civil population in Libya cited this doctrine. This recognition took place subsequent to the wide and effective reaction of regional organizations along with international institutions. This article aims at investigating the features of 'Responsibility to Protect Doctrine', its application in Libya case, as well as its challenges and achievements. Particularly, the features of applying the doctrine to Libya case and the vital role of international and regional organizations have "legitimized" the Security Council measures, and it has paved the way for stabilizing it as a norm, and turning it into a groundwork for similar measures in the future.
