The UN consists of six principle organs, one of which is the Security Council. UN action, however, during the last six decades, particularly in the Cold War era, indicates that the Council is the most important and powerful organ. Yet, the problem is that due to the present combination of the members of the Security Council it reflects the "balance of power" system of the post-Second World War era, which does not fit in today's world situation and international relations. Therefore, one can refer to the need for reform in this Council to enable it to respond to the emerging demands. This paper aims to study the need for structural reform in the UN Security Council. It tries to answer the question: What kinds of reform must be made in the Council? The main argument of the paper is that with a change in the structure of the international system after the Cold War, the emergence of the new world powers and, particularly, the increase of the UN members, structural reform in the Security Council is crucial. To maximize its legitimacy and influence the Council should be a reflection of the new world order. سازمان ملل متحد مهم‌ترین نهاد بین‌المللی است که دامنه فعالیت آن از صلح و امنیت بین‌المللی گرفته تا مقابله با ایدز، سوادآموزی، حقوق بشر و بسیاری از موضوع‌های خرد و کلان را در سرتاسر جهان در بر می‌گیرد. شورای امنیت گرچه یکی از شش رکن اصلی سازمان ملل متحد است ولی عملکرد ارکان سازمان ملل طی شش دهه گذشته به ویژه طی دوره پس از جنگ سرد جای هیچ تردیدی باقی نگذاشته است که شورای امنیت در عمل مهم‌ترین رکن سازمان ملل متحد می‌باشد اما از آنجا که ترکیب کنونی شورای امنیت انعکاس دهنده موازنه قدرت در سال‌های پس از جنگ جهانی دوم است این ترکیب با وضعیت امروز جهان و شرایط حاکم بر روابط بین‌المللی انطباق ندارد. بنابراین هدف این پژوهش، بررسی لزوم اصلاح ساختار شورای امنیت می‌باشد و پرسشی که اینجا مطرح است این است که ضرورت اصلاحات ساختاری در شورای امنیت در چه مواردی می‌باشد؟ این نوشتار در پی آن است تا به این پرسش پاسخ دهد. مفروض نوشتار این می‌باشد که با تغییر ساختار نظام بین‌الملل پس از جنگ سرد و ظهور قدرت‌های جدید در نظام بین‌الملل و با توجه به چند برابر شدن اعضای سازمان ملل متحد، اصلاح ساختار شورای امنیت سازمان ملل متحد ضروری به نظر می‌رسد و شورای امنیت برای افزایش مشروعیت و تأثیرگذاری خود باید بازتابی از شرایط جهانی باشد. https://www.isjq.ir/article_223142_28417ded70d669e2c40f524bfe87ff83.pdf
