The shared Islamic beliefs, vast oil and gas reserves, and strategic location have necessitated strong, dynamic, and ongoing relations between the Middle East states through unions of Islamic countries. Although numerous plans for convergence have been proposed, it has not been possible to form a successful union independent of regional rivalries. This study aimed to answer the following questions: “What is the most suitable union model for the Middle East under uncertainty?” and “What necessitates the formation of a union in this volatile region different from normal ones in other regions?” This study employed a descriptive-analytical approach to present a new model of regional governance titled "Islamic Union of Charities and Non-Governmental Organizations". This study also briefly discusses the obstacles to convergence and the relevant unsuccessful experiences in the Middle East. In addition to removing impediments to convergence through benevolent diplomacy, this union can use the vast capacity of public opinion and non-governmental actors to serve as a solution to the chaos at this international crossroads of events in the region.}, keywords = {regionalism,philanthropy Diplomacy,global peace,charity,Islamic union of Middle East Charities}, title_fa = {حکمرانی منطقه ای خیریه ها؛ راهبردی برای همکاری کشورهای خاورمیانه در شرایط عدم اطمینان}, abstract_fa = {در دنیای امروز با رویکرد جهانی شدن، تمایل برای ایجاد اتحادیه‌های منطقه‌ای بیشتر شده است. کشورهای خاورمیانه با توجه به اعتقاد مشترک به دین اسلام، دارا بودن ذخایر گسترده نفت و گاز و همچنین موقعیت استراتژیک، نیاز بیشتری به برقراری روابط پویا و مستمر در قالب اتحادیه‌های متشکل از کشورهای اسلامی داشته اند که تاکنون علیرغم ارائه طرح‌های مختلف برای همگرایی، امکان تشکیل یک اتحادیه موفق بدور از رقابت‌های منطقه‌ای بوجود نیامده است. در این میان پررنگ شدن نقش افکار عمومی و بازیگران غیردولتی باعث گردیده تا اقسام جدیدی از دیپلماسی در کنار دیپلماسی رسمی مورد استفاده قرار گیرد. دیپلماسی نیکوکارانه می تواند یکی از اشکال جدید دیپلماسی باشد که از مقبولیت میان افکار عمومی جهان برخوردار است. مقاله حاضر سعی دارد با روش توصیفی - تحلیلی ضمن بررسی مختصر موانع همگرایی و تجارب ناموفق آن در منطقه خاورمیانه، به ارائه مدل جدیدی از حکمرانی منطقه‌ای تحت عنوان «اتحادیه اسلامی خیریه ها و سازمان‌های مردم نهاد» بپردازد که می‌تواند علاوه بر رفع موانع همگرایی از طریق اتخاذ دیپلماسی نیکوکارانه و به کارگیری آموزه‌های اسلام در زمینه نیکوکاری، راه حلی برای رفع هرج و مرج موجود در این چهارراه بین‌المللی حوادث در شرایط عدم اطمینان میان کشورهای منطقه باشد.}, keywords_fa = {منطقه گرایی,دیپلماسی نیکوکاری,صلح جهانی,خیریه,اتحادیه اسلامی خیریه های خاورمیانه}, url = {http://www.isjq.ir/article_158659.html}, eprint = {http://www.isjq.ir/article_158659_3a882d96eec48c6908c5ccac49342635.pdf} }
