Assessing the universality of the declaration is crucially important in this regard. It is concerned with investigating topics such as the universality of human rights in regard to studying the viewpoints of Iran and Saudi Arabia aboutthe universality of human rights, as well as the effects of culture, religion, and traditions in the Muslim countries in respect to accepting or not accepting the universality of human rights. The question that this study is seeking to answer is what is the position of human rights from the viewpoints of two centers of the world of Islam, i.e., Saudi Arabia and Iran? This is a descriptive-analytical study. The data were collected through the documentary method and library research. This article is concerned with the relationship between civil society and human rights organizations. A cause-and-effect relationship was considered in which civil society is the factor causing the efficiency of human rights organizations. In addition, the absence of civil society is the cause leading to the absence of human rights, and a lack of respect for this phenomenon, and prevents it from being executed and transformed into an effective institution in a country. As a factor and a platform for the development of human rights and the mechanisms related to it, this issue was investigated in the Middle East, i.e., in Iran and Saudi Arabia, each of which follows a different mechanism but of the same nature. The problem of human rights violations and failure to develop civil society is overlooked in all countries in the Middle East. However, Saudi Arabia lacks law governance in its legal system's structure. Due to this characteristic, Saudi Arabia is a case phenomenon and notorious in the new world. On the other hand, Iran has posed numerous challenges in this regard on account of its different interpretation of the foundation of human rights from the Universal Declaration.}, keywords = {Human rights,Saudi Arabia,universality,Power structure,Islamic Republic of Iran}, title_fa = {جهان‌شمولی حقوق بشر از نگاه عربستان سعودی و جمهوری اسلامی ایران با تأکید بر رابطه ساخت قدرت}, abstract_fa = {بی‌شک یکی از منابع وسرچشمه‌های حقوق بشر، اعلامیه جهانی حقوق بشر است. ارزیابی جهان‌شمولی اعلامیه، نقش بسزایی در این بحث دارد. ضمن بررسی مباحثی همچون جهان‌شمولی حقوق بشر نسبت به مطالعه دیدگاه کشورهای ایران و عربستان نسبت به جهان‌شمولی حقوق بشرتأثیرات فرهنگ ومذهب وآداب این کشورهای اسلامی نسبت به پذیرش یاعدم پذیرش جهان‌شمولی حقوق بشراست.سوالی که این پژوهش درپی پاسخ به آنست بدین گونه است که حقوق بشراز نگاه دو قطب دنیای اسلام عربستان وایران دارای چه جایگاهی است؟ دراین پژوهش روش ازنوع توصیفی-تحلیلی می باشد و ابزارگرداوری داده ها از نوع اسنادی وکتابخانه‌ای استفاده‌شده است.ما دراین مقاله به رابطه بین جامعه مدنی وسازمان‌های حقوق بشری پرداختیم ویک رابطه علت و معلولی برای آن درنظرگرفتیم که جامعه مدنی علت کارایی سازمانهای حقوق بشری است وعلت عدم رشدحقوق بشرواحترام واجرایی شدن آن وتبدیل‌شدن آن به یک‌نهاد مؤثردرکشور راعدم حضور جامعه مدنی می‌دانیم. به‌عنوان عامل و بستری برای رشد حقوق بشر و سازوکارهای مربوط به آن، ما این مسئله رادرخاورمیانه ودردوکشورایران و عربستان سعودی که هرکدام دارای سازوکارهای سیاسی متفاوت اما در ماهیت یکسان هستند بررسی کردیم. مسئله نقض حقوق بشر وعدم رشد جامعه مدنی درتمامی کشورهای خاورمیانه با ضعف و عدم آن مواجهه است. به هر حال عربستان خشت حاکمیت قانون را در ساخت نظام حقوق خود ندارد و همین ویژگی باعث شده این کشوررا به عنوان یک پدیده موردی و انگشت نما در جهان نو می شناساندواز طرفی ایران به دلیل تفسیر متفاوت از مبنای حقوق بشری با اعلامیه جهانی زمینه چالش ها فراوان را ایجاد کرده است.}, keywords_fa = {حقوق بشر,عربستان سعودی,جهان‌شمولی,ساخت قدرت,جمهوری اسلامی ایران}, url = {http://www.isjq.ir/article_155553.html}, eprint = {http://www.isjq.ir/article_155553_b39e8d0e3b3bbaf460f4fbeb659bc84c.pdf} }
