بررسی رویکرد چین و روسیه به نظم منطقه‌ای در اوراسیا

چکیده

رویکردهای چین و روسیه نسبت به منطقه اوراسیا به ویژه در سال‌‌های اخیر در تعامل فزاینده با یکدیگر قرار داشته است. اگرچه مسکو برای اداره روابط منطقه‌ای خود به نهادهای منطقه‌ای چندجانبه از جمله اتحادیه اقتصادی اوراسیایی متوسل شده است و چین نیز ابتکار عمل کمربند- راه را عنوان وسیله اصلی بلندپروازی‌های خود در منطقه اوراسیا قرار داده است، اما در حال حاضر واقعیت‌های ژئوپولیتیک هر دو طرف را به همکاری در چارچوب طرح‌های مزبور سوق داده است. از اکتبر 2015 توافقات و گفتگوهایی برای ادغام طرح‌های منطقه‌ای دو کشور در جریان است و مسکو و پکن تعمیق بی‌سابقه و هماهنگی روابط خود در این منطقه را همواره مورد تاکید قرار می‌دهند، اما با وجود تلاش چین و روسیه برای ادغام و هماهنگی در اجرای طرح‌های منطقه‌ای این پرسش مطرح است که آیا می‌توان همکاری‌ راهبردی فعلی چین و روسیه در ابتکارات منطقه‌ای را دلیل کافی برای ادامه یافتن چنین رویکردی توسط دو کشور در آینده دانست؟ در پاسخ به مساله تحقیق و در چارچوب مفهوم نظم‌های منطقه‌ای، نتیجه کلی این نوشتار نشان می‌دهد که وجود محدودیت‌ها و موانعی که از عمق ادغام و هماهنگی ابتکارات دو کشور می‌کاهد و در کنار آن رویکرد کلان دو کشور نسبت به نظم منطقه‌ای در اوراسیا را می‌توان دلایلی برای حرکت مسکو و پکن از نظم کنسرتی کنونی به سمت نظم هژمون‌محور تلقی نمود.

Sino-Russian approaches to the Eurasian region have been increasingly interacting, especially in recent years. Although Moscow has turned to multilateral regional institutions, including the Eurasian Economic Union, to manage its regional relations, and China has made the Belt-Road Initiative a key tool for its ambitions in the Eurasian region, geopolitical realities on both sides now has led to cooperation within the framework of these projects. Agreements and talks have been underway since October 2015 to merge the two countries 'regional plans and Moscow and Beijing have always emphasized the unprecedented deepening and coordination of relations in the region, despite China and Russia' s efforts to integrate and coordinate the implementation of regional plans. But despite the efforts of China and Russia to integrate and coordinate the implementation of regional plans, the question arises whether the current strategic cooperation between China and Russia in regional initiatives can be considered a sufficient reason for the two countries to continue such an approach in the future? In response to the research question and in the context of the concept of regional order, the overall result of this paper shows that the existence of limitations and obstacles that reduce the depth of integration and coordination of initiatives of the two countries and the two countries' macro approach to regional order in Eurasia can be reasons to move Moscow and Beijing from the current concert order to the hegemony-based order.
