تأثیر متقابل منازعات ملی -منطقه‎‌ای بر دولت-ملت‎‌سازی ناقص در عراق

چکیده

دولت-ملت‌سازی فرایندی است که از طریق انباشت قدرت مبتنی بر اشباع سرزمینی، ثبات سیاسی-اقتصادی و هم‌بستگی اجتماعی معنی پیدا می‌کند. اما این روند درخاورمیانه با نواقصی همراه شد که منازعه‌های طولانی مدت حاصل از آن، همزمان با تحولات نوین جهانی، این منطقه از جهان را با خطر واگرایی و حتی تجزیه دولت-ملت‌‌ها مواجه کرده است. عراق به عنوان یکی از کشورهای این منطقه در آغاز هزاره سوم، علی‎رغم گذار از نظامی دیکتاتوری به ساختاری دموکراتیک، در احاطه منازعات ملی-منطقه‎‌ای قرار گرفته است. این مقاله به روش توصیفی-تحلیلی با تبیین روند متفاوت دولت-ملت‌‌سازی در عراق و بررسی انواع منازعات دامنه‌دداری که مانع از پیدایش دولتی کارآمد و ملتی منسجم در این کشور شده، به دنبال پاسخ به این سوال است که؛ منازعات ملی-منطقه‌ای و روند دولت-ملت‌سازی در عراق چه ارتباطی با یکدیگر دارند؟ نتایج مطالعات نشان می‎دهد رابطه‌ای دوسویه و معکوس بین این دو برقرار است. بدین مفهوم که روند ناقص دولت-ملت‌سازی منازعات متعددی را ایجاد کرده که به تداوم این روند معیوب و نهایتاً به تشدید و گسترش منازعات ملی-منطقه‎‌ای منجر شده است.

چکیده [English]

State-nation-building is a process that makes sense through the accumulation of power based on territorial saturation, political-economic stability, and social solidarity. But this trend in the Middle East was accompanied by shortcomings which the long-running conflicts resulted from it, and its symmetry with new global developments have put this region of the world at risk of divergence and even disintegration of nation-states. Iraq, as one of the countries in the region at the beginning of the third millennium, is surrounded by national-regional conflicts, despite the transition from a dictatorial system to a democratic one. This article is a descriptive-analytical method explaining the different process of state-nation building in Iraq and examining the types of wide-ranging conflicts that have prevented the emergence of an efficient government and a cohesive nation in this country, looking for an answer to this question What do national-regional conflicts and the process of nation-state building in Iraq have to do with each other? The results of studies show that there is a two-way and inverse relationship between the two in the sense that the incomplete process of state-nation-building has created numerous conflicts that have led to the continuation of this flawed process and ultimately to the intensification and expansion of national-regional conflicts.
