In the long term, it has considered upgrading the commission to become a Human Rights Council. This paper offers a critique of this structural reform, arguing that limited reform of the institution cannot move forward without making the human rights system perform effectively. The argument proceeds that to strengthen this body requires a collaborative process to rebuild the capacity and deploy and manage human rights, collectively. In this context an interdisciplinary approach is used to discuss the report of the Secretary General's High-Level Panel: A More Secure World, Kofi Annan's report: In a Larger Freedom, and The 2005 World Summit Outcome together. The author provides an analysis of the issues relating to this change such as membership and structure and some challenges could be a threat for human rights protection and promotion in our world. The author brings a unique Iranian approach to these pressing issues in the areas of human rights and UN reform and offers a critique from the perspective of the global South. نزدیک به یک سال از راه‌ اندازی شورای حقوق بشر می‌گذرد. هدف از جایگزینی شورای حقوق بشر با کمیسیون حقوق بشر تقویت حقوق بشر در نظام بین‌الملل بوده است. کنترل دقیق رعایت حقوق بشر در کشورها، نظارت بر اعمال قواعد بین‌المللی حقوق بشر، گزارش دهی منظم و سالانه به واسطه کمیسر عالی حقوق بشر به شورا و به ویژه دور کردن شورای حقوق بشر از دسته‌بندی‌های سیاسی از این اهداف است. به همین روی، در این پژوهش این پرسش کلیدی ارائه می‌شود که شورای حقوق بشر تا چه اندازه توانسته است خواسته‌های اصلاحات حقوق بشری سازمان ملل متحد را تأمین کند؟ فرضیه مورد آزمون در این پژوهش این است که تجربه یک ساله شورای حقوق بشر نشان داد که شورا تنها در اندازه ساختارسازی عمل کرده است و نتوانسته اهداف مورد نظر در شکل‌گیری شورا را محقق سازد. عضویت کشورهای ناقض حقوق بشر در شورا، رأی نیاوردن ایران در مقایسه با پذیرش عضویت بحرین، سعودی، قطر و پاکستان همچنین سکوت شورای حقوق بشر و ناتوانی آن در پشتیبانی از حقوق قربانیان نقض حقوق بشر نشان می‌دهد که فرضیه مورد آزمون این پژوهش در طول فعالیت شورای حقوق بشر تقویت شده است. https://www.isjq.ir/article_223172_f2e3fd29eb9f9b470e9bfbad8ca277ac.pdf
