تحلیل آثار دکترین جوچه بر ماهیت و ساختار سیاسی دولت کره شمالی
نظام سیاسی کره شمالی متاثر از آموزهای سوسیالیسم، مکتب جوچه و دستاوردهای انقلابی کیم ایل سونگ (رهبر اول) سازماندهی شده است. جوچه به معنای خوداتکایی است و تاکیده ویژهای بر انسان و خودآیینی در تعیین سرنوشت دارد. هدف اساسی پژوهش با رویکردی توصیفی-تحلیلی، بررسی تاثیرات این دکترین بر قانون اساسی، ماهیت و ساختار سیاسی این کشور است. بنابراین پرسش اصلی مقاله آن است که دکترین جوچه چیست؟ چه مؤلفههایی دارد و چه اثر بر ساختار سیاسی کرده شمالی دارد؟ نتایج پژوهش نشان میدهد که دکترین جوچه با الهام از اندیشههای رهبر اول کره شمالی و با تکیه بر این مفهوم، از سه مولفه: استقلال در سیاست، خودکفایی در اقتصاد و خوداتکایی در دفاع ملی، تشکیل و مبنای زمامداری در این کشور شده است. علیرغم آثار مثبت این دکترین در رهایی ملت از استعمار ژاپن و عدم نفوذ بیگانگان در کشور، حفظ امنیت و ثبات جامعه، نتوانسته است در مسیر غایات و آرمانهای خود قرار گیرد و به ابزاری در ید خاندان کیم قرار گرفته تا با سوءاستفاده از مولفههای این دکترین، به اقتدارگری و سطلهگری خود بر ملت و جامعه بپردازند و عملا نظام سیاسی کشور را به نظامی موروثی، غیردموکراتیک و ضدحقوق بشر تبدیل نمایند. در واقع، با سوءاستفاده از مولفههای این مکتب، دستاوردی جز عقبماندگی، نقض حقوق بینادین بشر، عدم توسعه، رویکرد نظامیگری و انزوای بینالمللی برای ملت به بار نیاورده است.

کارکرد و منزلت تصمیمات قضایی در رویه دیوان بین المللی دادگستری
منابع اصلی قابلِ اعمال توسط دیوان بین المللی دادگستری مندرج در ماده 38 اساسنامه شامل معاهده ، عرف و اصول کلی حقوقی و منابع فرعی ؛ مشتمل بر تصمیمات قضایی ، دکترین و انصاف در صورت توافق طرفین ، می باشند. تصمیمات قضایی به عنوان یکی از منابع حقوق بین الملل، توسط دیوان در مسایل مطروحه قابلیت اعمال دارد. مسئله عملی ، تبیین دقیق وضعیت ویژگی قانونی تصمیمات قضایی در رویه دیوان است در خصوص نقش تصمیمات قضایی در میان منابع و علی الخصوص در رویه قضایی ابهاماتی وجود دارد. این تحقیق که به شیوه توصیفی- تحلیلی صورت پذیرفته در پی یافتن این نقش و جایگاه است. سئوال اصلی بر این محور است که آیا تصمیمات قضایی دیوان بین المللی دادگستری به عنوان منبع مستقل حقوق بین الملل به شمار می آیند یا خیر و هدف تحقیق حاضر تعیین کارکرد و منزلت تصمیمات قضایی در رویه دیوان است.براساس مطالعه رویه قضایی دیوان بین المللی دادگستری به این نتیجه دست یافتیم که تصمیمات قضایی با حفظ نقش فرعی در میان منابع قابل اعمال در تعیین حقوق ؛ در اسباب موجه حکم و ادله طرفین ، دارای کارکردی توجیهی هستند و به هیچ وجه به مشابه دیگر منابع ، مورد حکم واقع نمی شوند بلکه بیشتر در تقویت مدلول و منطوق احکام صادره مفید فایده هستند.

بررسی تطبیقی سیاست خارجی جمهوری گرجستان و جمهوری ارمنستان ؛ تمایل به غرب یا شرق (2008-2020)
جمهوریهای گرجستان و ارمنستان، امروزه بازیگران منطقهای و بینالمللی متعددی را بخود جلب کرده است و اهمیت فوقالعاده تاریخی خود را مجدد بازیافتهاند. گرجستان و ارمنستان که زمانی، حیات خلوت روسیه و اتحاد جماهیر شوروی بودند و در ادوار متمادی تاریخ نیز محل منازعه و رقابت بازیگران منطقه بودهاند، اکنون به محل رقابت قدرتهای بزرگ کنونی تبدیل شده و هر کدام از بازیگران منطقهای و جهانی بدنبال حضور، نفوذ و تامین هرچه بیشتر منافع خود هستند. برای درک بهتر اهمیت این منطقه برای قدرتهای بزرگ بویژه آمریکا و روسیه و گرایشات گرجستان و ارمنستان به هر یک از این دو قدرت، به بررسی اهداف این دو قدرت در منطقه قفقاز جنوبی پرداخته خواهد شد. در پژوهش پیشرو این پرسش مطرح میگردد که کشورهای ارمنستان و گرجستان از سال 2008 به بعد به سمت کدام قدرت شرق و غرب متمایل بوده است؟ نتیجه کلی مقاله نشان میدهد که گرجستان و ارمنستان برای همکاری با ناتو، دارای انگیزههایی هستند. در این میان بنظر میرسد، گرجستان حضور ناتو را بعنوان مقدمهای برای اروپایی شدن ترجیحاً دریافت کمکهای مالی بیشتر میداند و نتیجتاً میتوان بیان نمود که از میان دو بازیگر فرامنطقهای، نقش آمریکا از دیگران بارزتر بنظر میرسد. آمریکا دارای منافع منطقهای در گرجستان و ارمنستان است.

سیاست خارجی ایران و عربستان درباره تحولات سوریه(2019-2011)
با شروع بحران سیاسی در سوریه، بازیگران منطقه ای بر اساس منافع خود جهت گیریهای مختلفی را در رابطه با این کشور، اتخاذ نموده اند.عربستان، بحران سوریه را فرصتی در جهت ارتقاء جایگاه منطقه ای خود می دانست.با این حال نقش تأثیرگذار ایران در بحران سوریه به افزایش قدرت منطقه ای ایران انجامیده که موجب نگرانی رقیب منطقه ای ایران، عربستان شده است.با توجه به فضای رئالیستی حاکم بر منطقه خاورمیانه،عربستان با حمایت از مخالفان دولت بشارالاسد، درصدد مقابله با قدرت منطقه ای ایران برآمد.هدف ازانجام این پژوهش بررسی ریشه های شکل گیری تنش میان ایران و عربستان در قبال بحران سوریه،با استفاده از نظریه موازنه قدرت است.بر این اساس سوال اساسی پژوهش این است که سیاست خارجی ایران و عربستان در قبال بحران سوریه چه تحولاتی داشته است؟روش تحقیق در این پژوهش توصیفی- تحلیلی وگردآوری اطلاعات آن منابع کتابخانه ای می باشد.یافته های پژوهش نشان می-دهد، دولتهای ایران و عربستان در بحران سوریه به نوعی درگیر جنگ نیابتی بوده و درصدد افزایش نفوذ خود و کاهش نفوذ رقیب هستند به طوری که پیگیری منافع در سوریه برای عربستان در تغییر دولت بشارالاسد و برای ایران در ابقای آن است.این تعارض منافع و رقابت میان عربستان و ایران، بازی با حاصل جمع جبری صفر را ایجاد کرده است که باعث طولانی شدن بحران در سوریه، و افزایش اختلاف بین این دو کشور شده است.

بازنمود استمرار فرهنگ راهبردی ایران در ساخت و بنیان سیاست منطقهای جمهوری اسلامی
فرهنگ راهبردی در اکثر موارد در رابطه با مولفههایی است که ارتباط گستردهای را با روش جنگی مختص به یک کشور داشته باشد اما فرهنگ راهبردی، گسترهای وسیعتر را پوشش خواهد داد. در زمانهای که بسیاری از تحلیلگران از ایجاد گسست در تاثیرگذاری مولفههای فرهنگ راهبردی ایران در دوره جمهوری اسلامی سخن میگویند میتوان پیوستهایی نه چندان کم را نیز مشاهده نمود. سوال این است که پیوستهای فرهنگ راهبردی ایران چگونه بر ساخت سیاست منطقهای در دوره جمهوری اسلامی تاثیر گذاشته است؟ نتیجه کلی مقاله که با اتخاذ روش گفتمانی و تاریخی-تطبیقی و بهکارگیری نظریه تحلیل گفتمان و سازهانگاری بدست آمده، نشان میدهدکه گفتمان جمهوری اسلامی منجر به تغییر دال مرکزی گفتمان حاکم بر ایران شد اما در عین حال، تاثیر بازتولید مولفههای فرهنگ راهبردی، در کنار سه متغیر کلان تاثیرگذار دیگر، منجر به بازتولید بنیان و سیاستهایی مشابه در قبال کشورها و نظم و نظام منطقهای شده است. از این منظر هدف پژوهش آن است که نشان دهد برخی از سیاستهای منطقهای جمهوری اسلامی، بیش از آنکه با نوع حکومت مسلط در ایران مرتبط باشند، تحت تاثیر بازتولید مولفههای فرهنگ راهبردی ایران، مانند «تجربه ابرقدرت و امپراتوری بودن ایران»، «تنهایی تاریخی»، «محصور بودن میان دشمنان»، «نبرد دائمی خیر وشر»، «حضور در نظم ناعادلانه جهانی و قربانی بودن» و مواردی از این دست قرار دارند. بدینمعنا که بستر و بنیان آنها را بازتولید فرهنگ راهبردی ایران تشکیل داده اما جهت و صورت ظاهری و بهطور خلاصه نحوه کاربرد آنها، ارتباطی عمیق با دال مرکزی گفتمان حاکم بر ایران دارد

جنگ نرم شبکههای ماهوارهای در روانسازی سیاست خارجی بینالمللی کشورها
با نگاهی به تحولات اخیر مسائل بین الملل و افزایش نقش رسانه ها در روان سازی چرخه سیاست خارجی ،عرصه نوینی در سیاست خارجی با نام دیپلماسی رسانه ای بوجود آمد که علی الاصول به نحوه تاثیر گذاری و نقش رسانه ها بر افکار عمومی جهان و تغییر سیاست خارجی کشورها می پردازد. تاثیر تلویزیون جهانی در حل و فصل مسائل سیاسی و استفاده ابزاری از آن در هدایت افکار عمومی و اعمال فشار بر دست اندر کاران سیاست خارجی(به عنوان ابزار جنگ نرم) ، نویسنده را بر آن داشت که با برجسته نمودن کارایی ارتباطات بین الملل درتبادل اطلاعات و تبلیغات سیاسی بین المللی ؛ قرائت جدیدی از جنگ نرم در سطح روابط بین المللی ارائه دهد.به اعتقاد نویسنده جریان بین المللی اطلاعات به نوعی است که کشورهای صاحب فن آوری اطلاعات و ارتباطات با ایجاد اسطوره سازی ،تبلیغات تجاری و سیاسی ،پیام های خود را متوجه مخاطبین زیادی در سطوح ملی و بین المللی می کنند و اطلاعات سیاسی و اقتصادی و فرهنگی لازم را در راستای منافع سیاسی خود افکار عمومی بین المللی منتقل کنند.

ماهیت سیاستهای نژادپرستانه دونالد ترامپ در قبال سیاه پوستان آمریکا: از 2016 تا فراگیری پاندمی کرونا
یکی از معضلات چالش برانگیز در تاریخ سیاسی ایالات متحده مسأله سیاهپوستان این کشور بوده است. مسألهای که هراز چندگاهی عموما با قتل و دستگیری و شکنجه عدهای از آنان همراه میگردد. مسأله مهم در این میان این است که به رغم شعارها، لوایح و قوانینی که در حمایت از سیاهپوستان آمریکایی در مجلس این کشور وضع میگردد، اما کماکان وضعیت بغرنج سیاهان آمریکایی نشان میدهد شکافهای عمیق کماکان میان جمعیت سفیدپوستان و سیاه این کشور وجود دارد. در میان روسای جمهوری ایالات متحده حتی حضور افرادی همچون باراک اوبامای رنگین پوست نیز نتوانست گره از چالشهای وسیع سیاهان بگشاید. در نهایت با ورود دونالد ترامپ به کاخ سفید در سال 2016 علنا سیاهپوستان آمریکایی به مرز انزوای کامل سیاسی و بیشترین محرومیتهای اقتصادی و بیشینه چالشهای فرهنگی و اجتماعی با دولت فدرال رسیدند. این مقاله تلاشی است برای ارائه پاسخی مستدل به این سوال که: وضعیت سیاهپوستان آمریکایی در زمان دونالد ترامپ به چه صورتی بوده است؟ فرضیه نویسندگان حکایت از این مسأله دارد که از ابتدای ریاست جمهوری ترامپ تا پایان سال 2020، محرومیتها و چالشها و تبعیضهای سیاهپوستان اینکشور روبه تشدید نهاده است. یافتههای مقاله با استفاده از نظریه شکافهای اجتماعی و روش تفسیری(روش تحقیق) نشاندهنده چالشهای عمیق سیاهپوستان در سه مسأله سیاسی، اقتصادی و امنیتی میباشد که این مسأله در نهایت میتواند بسترساز وقوع دو نوع بحران کلان در ایالات متحده گردد.

ضرورت بازنگری ماموریت کمیته بینالمللی صلیب سرخ: از کاهش آلام انسانی تا پیشگیری از خشونتهای مسلحانه
کمیته بینالمللی صلیب سرخ به طورکلی بر جستهترین بازیگر حقوق بینالملل بشردوستانه و متولی صیانت از بشر در خشونتهای مسلحانه است لیکن عملکرد سازمان به سه دلیل، نارسا است: منصرف نمودن حقوق بشر از شرح وظایف، تمرکز بر مفهوم کلاسیک جنگ و تکیه بر اصل محرمانه بودن اطلاعات برای تضمین حضور در مناطق بحرانی؛ چنین رهیافتی در پیشگیری از وقوع جرائم بینالمللی بیفایده و از حیث ترمیم وضعیت قربانیان و تثبیت عدالت انتقالی کم اثر است. صلیبسرخ در محقق ساختن غایات خود بسیار محتاط است و گاه نقض قاعده را در معرض داوری افکار عمومی بینالمللی قرار نمیدهد و اگرچه در اجرای اشتغالات میدانی برای رفع ایراد تلاش میکند اما سوال اصلی این است که آیا بدون اصلاح دستورالعملهای سازمانی، امکان رفع نواقص وجود خواهد داشت؟ این مقاله بر اساس روشهای تحقیق عملی و کتابخانهای با نقد عملکرد سازمان و توجه به روح اسناد حقوقی بینالمللی بشر و بشردوستانه و حقوق بینالملل کیفری به هدف نمایاندن نارساییها و نتیجتا تبیین لزوم انطباق نگرش و عملکرد سازمان با ابزار و اهداف متغیر در خشونتهای مسلحانه معاصر تدوین شد.
