This function is called academic diplomacy. It can be said that for countries such as Iran, which have a significant capacity in academia and science, this issue is important and the need for serious consideration is there. Considering the global experiences in using higher education capacity in the field of cultural diplomacy and policy in this regard can help to move the path faster. One of the most significant and successful areas in this continent is Europe. Through cultural diplomacy programs such as student exchanges and scholarships, international educational projects for foreign visitors, speech programs, visits to journalists, the development of English, French and German, and the European Union, especially the United Kingdom, France And Germany are moving their values and ethics. In this context, the European Union has two main advantages: one having international languages and another, the quality of the higher education system. The latest figures from the UN Educational, Scientific and Cultural Organization (UNESCO) indicate that the continent is one of the main goals of the world's students.
